Canada Drastically Cuts International Student & Foreign Worker Intake
Canada is significantly reducing the number of new international students and foreign workers entering the country, with a steep drop in recent arrivals. In March 2026 alone, new student arrivals plummeted by 88% compared to March 2024, while worker arrivals saw a 78% decline.

Canada’s Immigration Numbers Are Falling Fast, IRCC Data Shows

Specifically for new student arrivals, March 2026 saw only 2,085 entries, a drastic reduction from 3,810 in March 2025 and 16,860 in March 2024.
The government attributes this sharp decline to several new measures:

Worker arrivals are also significantly shrinking. Canada recorded 13,910 new worker arrivals in March 2026, a sharp drop from nearly 64,000 combined arrivals in March 2024. Monthly data for worker arrivals reveals a similar trend: 63,640 arrivals in March 2024, dropping to 18,500 in March 2025, and further to 13,910 in March 2026.
Canada has tightened several key programs impacting foreign workers, including:
