Vietnam Expands VNeID Access for Foreign Nationals From September 28

From September 28, 2026, foreign nationals legally entering or residing in Hanoi and Ho Chi Minh City will gain significantly wider access to Vietnam’s VNeID electronic identification system.

These new regulations mean foreigners will no longer require a Permanent Residence Card or Temporary Residence Card to apply for a VNeID electronic identification account. Simple legal entry or residence in either Hanoi or Ho Chi Minh City will now be sufficient for eligibility.

Level 2 VNeID: Biometric Requirements for Foreigners

Applicants aiming for a Level 2 electronic identification account will likely need to attend an in-person appointment. During this appointment, authorities will verify personal details and collect essential biometric information, such as fingerprints and a facial image.

This significant update is particularly crucial for foreign visitors, long-term residents, and business representatives who increasingly rely on Vietnam’s digital government services. Previously, many foreign company representatives faced difficulties obtaining personal VNeID accounts due to the strict residence document requirements, a hurdle now removed.
